This NPC appears if you are doing the Court of the Coin: Maimuns Gifts quest. Got to this spot and she will appear and walk down the stairs.
NOTE: You need to speak with her twice. The first time you give her the gift. The second time is to get her response about how she feels about Maimun (chuckle).
